Pakistan’s ranking in Human Development Index (HDI) was slipped from 150 in 2018 to 154 in 2019; it stayed at 154 in the year 2020. This downward trend in HDI is well explained through the social sector allocations in different provinces of Pakistan. This document analyzes the government’s budget allocations to the social sector in Sindh Province. The ten departments mentioned in this research are selected for the analysis and the allocation trends for each department are shown for the last five years.
سالانہ بجٹ اگلے سال میں ہونے والی آمدنی اور اخراجات کا تخمینہ ہوتا ہے یہ معیشت کے بارے میں حکومت کے ویژن کی نمائندگی کرتا ہے اور یہ بتاتا ہے کہ محصولات جمع کرنے کیلئے کیا پلاننگ کی گئی ہے اور ایسا کونسا شعبہ ہے جہاں ٹیکس اور غیر ٹیکس محصولات کو ترجیحی بنیادوں پرخرچ کیا جائیگا۔جمہوری حکومت سے یہ توقع کی جاتی ہے کہ وہ اپنے سالانہ بجٹ کو اہم شراکت داروں کی شمولیت کے ذریعے شفاف انداز میں تیار کرکے منظوردی حاصل کرے ۔۔۔۔
یہ رپورٹ ضلعی سطح پر بجٹ سازی کے عمل کا مطالعہ کرنے کے لئے سندھ کے 24 اضلاع میں منعقد ہ ایک سروے پر مبنی ہے۔ اس مطالعہ سے ضلعی سطح پر بجٹ شفافیت ،رائج طریقہ کار، بجٹ کیلنڈر پر عمل درآمد اور عوامی شمولیت جیسے اہم مسائل کی نشاندہی ہوتی ہے۔اور پتہ چلتا ہے کہ ضلعی حکومتیں اہم شراکت داروں کو بجٹ سازی کے عمل میں شامل کرنے میں ناکام رہی ہیں
